The Mayor’s Office of Homeland Security and Emergency Preparedness (MOHSEP) is working to prepare a Federal Emergency Management Agency (FEMA) Flood Mitigation Assistance (FMA) application to elevate repetitive flood-prone properties. On October 6, 2023, Mayor Broome announced the extension of the FEMA Flood Mitigation Assistance (FMA) program application period to Tuesday, October 31. 

“Our team at the Mayor’s Office of Homeland Security and Emergency Preparedness remains committed to equipping our residents with the resources they need for effective hazard mitigation,” said Mayor Broome. “The Flood Mitigation Assistance program is completely voluntary and is designed to alleviate the financial burden experienced by our residents in flood-prone areas. By extending the application deadline, we are increasing opportunities for our residents to apply for federal funding, elevate their homes, and reduce their future risks.” 

The FMA program offers 90 - 100% funding for eligible costs to elevate East Baton Rouge Parish properties identified by the National Flood Insurance Program as Repetitive Loss (RL) or Severe Repetitive Loss (SRL), respectively. Mitigation measures such as home elevation can drastically reduce future flood risks and may also result in lower flood insurance premiums. 

The City-Parish has notified more than 250 homeowners of potential program eligibility; however, all eligible residents are encouraged to apply for grant funding. Properties must maintain an active flood insurance policy throughout the application process and be classified as an SRL or RL to qualify for Flood Mitigation Assistance. If residents wish to have their property included in this application, they are asked to provide the following information: 

• Voluntary Participation Agreement
• Acknowledgement of Conditions Form
• Current Flood Insurance Policy Declaration Page
• NFIP Flood Loss History Report
• Elevation Certificate (if available)

Residents can download the required forms from the EBRP mitigation website and submit their application via email, direct mail, or hand deliver to 3773 Harding Blvd., Baton Rouge, LA 70807.
